Norway’s DSA Holding Commits $2B to India’s Quantum and Deep-Tech Future

In a landmark move for India’s high-tech landscape, European deep-tech investor DSA Holding AS has signed a Letter of Intent (LoI) to invest up to $2 billion into a burgeoning quantum and deep-tech ecosystem led by Innogress Ventures.

The agreement, formalized on December 22, 2025, at JSS University, represents one of the largest private capital commitments in India’s quantum history. The investment aims to bridge a critical “funding gap” in the country’s deep-tech sector, where strong innovation has often been met with limited domestic scale-up capital.

Building the Infrastructure of Tomorrow

The $2 billion injection is earmarked for several “megaprojects” designed to establish India as a global hub for advanced computing and robotics:

  • Greater Karnavati Quantum Computing Technology Park (GKQCTP): Planned for Gujarat, this 100-acre facility will be India’s first dedicated quantum park, integrating R&D, chip manufacturing, and testing for full-stack quantum solutions.

  • Indraprastha Quantum Data Center (IQDC): Located in Greater Noida, this facility will move beyond classical bits (0s and 1s) to utilize qubits, offering superior speed and “quantum-safe” security to protect against emerging cryptographic threats.

  • Greater Noida Robotics Technology Park: A specialized hub dedicated to the advancement of autonomous systems and AI-driven robotics.

The Academic-Industry Bridge

The ecosystem is not merely industrial; it is deeply rooted in academic collaboration. The investment will provide direct support to:

  • IIT Gandhinagar: Serving as a “knowledge-cum-venture” partner, the institute incubates startups like Hanron, which develops quantum sensors and cryogenic components.

  • JSS University Noida: A key institutional stakeholder that hosted the signing ceremony and serves as a primary hub for talent development and research in the quantum space.

Sustainability: The Green Tech Integration

Parallel to the deep-tech investment, Norwegian Green Solutions (NGS) AS (DSA Holding’s sister company) signed a Memorandum of Understanding with Innogress to ensure these high-energy projects are sustainable. The partnership will focus on:

  • Integrating renewable energy solutions directly into data centers.

  • Developing clean-tech infrastructure to power high-performance computing hubs.
